Position Summary

The Monitoring and Evaluation Officer will support the project with the successful design, development, and implementation of impactful and quality research, M&E, and data management functions. The M&E Officer will support the monitoring and evaluation portfolio in the design, coordination, and implementation of the M&E, research, and learning framework of various projects or programmes undertaken by the project.

Duties and Responsibilities

  • Work collaboratively with the CSA’s Programme M&E Officer, project officer, and team to ensure compliance with program policies and donor requirements.
  • Organize and monitor schedules to ensure all project deadlines are met.
  • Conduct periodic reviews of the implementation plan and address emerging Challenges.
  • Ensure timely and quality project reporting including, monthly quarterly, and annual reports.
  • Support the development of monitoring tools, data collection tools, and M&E systems.
  • Manage the project M&E systems.
  • Support the administration of DFPA and MSI data management and Quality Assurance.
  • Support the coordination of data collection (tracking), including scheduling and undertaking field visits for verifications, and perform quality checks on data, including data cleaning and verification of data.
  • Support the management of CSA program databases and the utilization of data.
  • Support the CSA Adaptive Learning & Knowledge Management component (operations research and publication) as and when requested.
  • Communicate with partners (from multiple sites) on data management to support smooth data collection and transfer of information

Requirements

  • A bachelor’s degree in a relevant field (e.g., Statistics, Mathematics, Computer Science, Economics, Social Sciences) is required; a master’s degree is preferred.
  • Proven experience in monitoring and evaluation, data analysis, and reporting, preferably in an NGO or donor-funded Projects.
  • Proficiency in statistical analysis software (e.g., SPSS, R, Stata) and data visualization tools (e.g., Tableau, Power BI), as well as strong skills in Excel.
  • Familiarity with data collection tools, both online (e.g., Kobo Toolbox, SurveyMonkey, ODK) and manual methods.
  • Strong analytical skills with the ability to interpret complex data sets and communicate findings effectively to diverse stakeholders.
  • Experience in implementing M&E plans, including designing data collection tools and methodologies.
  • Prior experience in designing and implementing research studies.
  • Excellent organizational and time-management skills including the ability to prioritize tasks and meet deadlines in a fast-paced environment.
  • Strong interpersonal skills, with the ability to collaborate effectively with cross-functional teams and build positive working relationships.
  • Willingness to travel locally.
